Education can create integrated national consciousness

Published in his book Maharishi Speaks to Educators: Mastery over Natural Law, in this talk to a World Peace Assembly* in Stockholm, Sweden, on 21 May 1983, Maharishi explains that government is the materialized desire of the people; it is the organization that is expected to bring fulfilment to all the needs of the people. This is why it is given all power and law-making authority. 

Even with the authority vested in government, no government in the world has succeeded in preventing negativity and suffering; no government has been able to give effective protection to the people. 

‘What has been lacking in the structure of government is the ability to handle collective consciousness,’ Maharishi said. He added that this universal lack will be eliminated now that we have insight into the reality of Purusha—the Sanskrit term for the holistic quality of consciousness. 

Purusha is the holistic quality of consciousness,’ Maharishi said, ‘whether it is the consciousness of the individual, consciousness of a town, consciousness of a city, consciousness of a province, consciousness of a nation, or consciousness of the world. Whether it is a smaller or larger Purusha, it is the unseen hand of Nature that actually is the governor of every government.’ 

He said that government is not an independent organization; it depends on the collective consciousness of the people as well as on the influence of individuals both inside and outside the country.  

No system of government has shown authority in freedom because the administration of every government is influence by situations that lie beyond its range of management. ‘In the past this was referred to as a lack of good luck,’ Maharishi continued. ‘In the scientific age we call it lack of support of Nature. 

‘Government will be successful when the collective consciousness of the nation is fully supported by Natural Law, that invincible power in Nature which creates the whole universe and governs it without a problem. 

‘Complete knowledge of the full value of Natural Law, theoretical and practical, will make an individual intellectually awake and experientially capable of acting in a way that will never be negative or harmful to anyone. On this basis an ideal society can be created in every country,’ Maharishi said. 

The knowledge and experience of Natural Law trains the individual so that spontaneously his thoughts and actions are supported by all the Laws of Nature. It can never be decided on the level of intellectual understanding whether or not a thought will be supported by Nature; only by transcending and functioning from the Unified Field is it possible to ensure that thought and actions are supported by Natural Law. 

When people are not educated to think according to Natural Law, they invariably violate the Laws of Nature. This creates stress in society, which in turn creates problems. ‘Taking the awareness to the level of the Unified Field from where all the Laws of Nature function will be a direct and profound programme to bring life according to Natural Law so that stress is not accumulated in national consciousness,’ Maharishi continued. ‘Then the government will be successful and free from problems.’ 

Maharishi then explained that when the collective consciousness of the nation is supported by Natural Law, ‘the government will be as efficient and effective as the government of the universe.’ 

He said that from the Unified Field of all the Laws of Nature spring the various aspects of physical life, which are the concern of different ministries of government. ‘National law is a concrete material value arising from the unmanifest, the seat of the total potential of Natural Law,’ Maharishi continued. ‘The way to strengthen national law is to infuse it with the value of Natural Law by introducing the Technology of the Unified Field [the Transcendental Meditation Programme] into the field of education.’

It is the destiny of education now to create individuals who will create integrated national consciousness, giving rise to perfect governmental administration in every country. 

‘Every government’s destiny is to rise to that level of perfection where it has the power to prevent the people from making mistakes. We want to create this kind of Purusha—a perfect quality of collective consciousness that will make everyone incapable of doing wrong.’ 

Maharishi explained that every government is already governed by Purusha, collective consciousness. ‘However, that Purusha is not profoundly vital,’ he said. ‘Governments organize what can be seen, but have not known how to organize the unseen influence of collective consciousness. 

‘We can now create a more vital, fully awake collective consciousness by optimizing the brain functioning of individuals through the Transcendental Meditation and Transcendental Meditation Sidhi Programme.’ 

The quality of national consciousness is reflected in the action of the government; it is expressed in the speech of the Head of State. ‘By creating integrated national consciousness we can make the government so strong that it is invincible,’ Maharishi concluded. 

‘To create integrated national consciousness, it is necessary to integrate the brain physiology of the individual. We have only to make this practical programme available to all the people, and every government will have a brilliant Purusha [collective consciousness].’
